Rail Passengers Rights Regulation - Internal Market Committee vote: EDF's Voting Recommendations

Today’s vote is very important for passengers with disabilities.

At the European Disability Forum, we are pleased to see that the IMCO rapporteur and shadow rapporteurs have listened to our concerns when drafting compromise amendments. We are particularly pleased to see that a compromise amendment proposes to end prenotification to get assistance at all staffed stations. If adopted, this proposal will send a very strong message that the right to ‘turn up and go’ applies to 80 million European passengers with disabilities. The proposal to lower prenotification to 3 hours at unstaffed stations is also a very significant improvement on the current situation.

Below are our voting recommendations; these solely focus on amendments to recitals and articles that are most important for passengers with disabilities, e.g. article 2 (scope); article 9 (travel information); article 10 (availability of tickets, through tickets and reservations); article 18 (assistance); article 20 (right to transport); article 21 (information to persons with disabilities and PRMs); article 22 (assistance at railway stations); article 23 (assistance on board); article 24 (conditions under which assistance is provided); article 25 (compensation with respect to mobility equipment, other specific equipment or assistive devices); article 26 (staff training) and article 32 (enforcement tasks), as well as annex VI (new) (disability-related training specifications).

We want the IMCO committee to deliver a strong opinion on rail passengers’ rights for consumers with disabilities. We look forward to your support.

Compromise amendments

We fully support the following compromise amendments (CAM): CAM 1 CAM 3 CAM 4 CAM 8 CAM 9 CAM 10 CAM 15 CAM 16 CAM 17 CAM 19 CAM 24 and CAM 26.

We partially support the following compromise amendments: CAM 18: while this compromise includes strong proposals, it should be clarified that a ‘well-functioning’ ticketing machine must be an accessible ticket machine. CAM 25: as mentioned in our position paper on the recast of the Regulation on Rail Passengers’ Rights (1371/2007) and in our proposed amendments , there is no harmonised certification scheme for service animals in the EU. This should be clarified.
