From preparedness to response: The EU Civil Protection Forum 2024

We participated in the Civil Protection Forum 2024, a key event for the European civil protection community. The event aims to address critical policy and operational issues, inspire future developments in the Union Civil Protection Mechanism (UCPM), and create networking and collaboration opportunities in disaster risk management.

It started on a positive note regarding accessibility, as the opening ceremony included sign interpretation for the first time.

The role of shelter in reducing vulnerability

EDF participated in a session on the role of emergency shelter in reducing vulnerability, especially for persons with disabilities and women.

The key discussions analysed the importance of involving persons with disabilities in emergency planning and response. They stressed the crucial role of accessible shelters in daily life and emergency situations.

Our programme coordinator, Gordon Rattray highlighted:

  • The disproportionately high mortality rate among persons with disabilities during disasters (up to four times more than the general population).
  • The need for inclusive training, accessibility, and adequate funding.
  • The need for clear indicators for donors regarding the accessibility of shelters.
  • The success of a programme in the Philippines where organisations of persons with disabilities (OPDs) mapped needs and collaborated with their government.
  • The crucial role of a participatory approach is fundamental for effective disaster response and preparedness.

Other speakers, including from the European Commission, highlighted the barriers to accessibility and the importance of changing attitudes among decision-makers.

The importance of inclusive preparedness

During the second day of the Forum, Nadia Hadad, our Executive Committee member, moderated a session focused on the challenges faced by persons with disabilities during disasters and provided recommendations for future initiatives.

These included:

  • Meaningful participation of those most at risk.
  • Better understanding of what ‘vulnerability’ means.
  • Strengthen the ‘whole of society’ approach.
  • Develop a culture of safety awareness.
  • Develop Personal Protection Equipment standards that reduce vulnerability.

Moving forward – The need for a joint approach

Our participation in the Civil Protection Forum 2024 highlighted the crucial role of inclusive disaster preparedness and the need for accessible emergency responses to ensure safety and protection for persons with disabilities.

There are clear links between civil protection and much of the other work that EDF is doing around humanitarian action, disaster risk reduction and climate action.

These topics were repeatedly mentioned throughout the event, indicating the necessity of establishing connections between various domains for disability inclusion.

It is clear that professionals and organisations need to exchange knowledge and best practices across different sectors to enhance policies and practices effectively.
